BACKGROUND AND GENERAL OBJECTIVE

In recent years, the awareness of the public and scientific community on the need to reshape local communities and society following the principles of Sustainable Development (SD) has considerably risen. The UN 2030 Agenda and its seventeen Sustainable Development Goals (SDGs) offer a complete guideline to reshape local communities and environments while setting challenges. One of these is the need to start a conscious localization process of the UN 2030 Agenda, moving from a global framework to an effective instrument for local authorities. 

In this perspective, a research project for the definition and the designing of a Metropolitan Agenda for SD of the Metropolitan City of Bologna is being conducted to elaborate a solid methodology to apply the localization of the SDGs in a defined territory, characterized by environmental, social, and economic diversity.

WHAT WE DID

We developed the research project for the design of Metropolitan Agenda for Sustainable Development of Metropolitan City of Bologna as follow:

  1. Systematic legislative and policy review. An analysis of the existing and current policies at the European, national, regional, and metropolitan levels was carried out to map existing targets, together with related goals and actions at different levels linked to the UN 2030 Agenda.
  2. Identification of a set of goals and indicators to monitor the progresses towards the achievement of the SDGs at the local level.
  3. Mapping of a solid framework by organizing each metropolitan stakeholder based on its contribution to achieving one or more SDGs.
  4. Mapping of sustainable development practices and actions carried out or in progress in the metropolitan area of Bologna to investigate good practices that contribute to the achievement of the SDGs. This activity has been carried out starting from the identification of the actions, initiatives, or good practices planned in the current policies of the Metropolitan City of Bologna. And it has been integrated and enriched by recognizing projects/good practices/experiences in the field of SD carried out through a qualitative survey addressed to the relevant stakeholders of the metropolitan area.
  5. Participative process. A structured process of consultations has been facilitated by the working group involving metropolitan stakeholders (administrators and not) to create a shared vision of the objectives/targets and actions of SD included in the Metropolitan Agenda for SD.
  6. Drafting of the Metropolitan Agenda for SD of the Metropolitan City of Bologna and an online platform for the ongoing update, monitoring, and reporting of the results.
  7. Process of integrating the Metropolitan Agenda for SD in the annual planning cycles and the strategic and sectoral planning systems of metropolitan public entities.
